The Missouri Department of Higher Education estimates that by 2018, 60% of all jobs in the state will require some form of postsecondary credentials. However, as of 2013, only 37.6% of the state’s working adults held either an associate or bachelor’s degree. If you include people holding certificates, you now have 49% of your required pool of employees ― still far short of the anticipated employer needs.
This expected shortfall changed the focus of the state of Missouri to increasing higher education opportunities for its residents. Its initiative, formerly known as “Missouri’s Big Goal for Higher Education,” seeks to increase graduation statistics to equal the required 60% of the state’s adults obtaining a certificate or degree by 2025.
You don’t have to attend an on-campus program to earn a quality degree or certificate. A Brief Overview of Higher Education in Missouri
In 2013, the National Center for Education Statistics reported that Missouri had 133 degree-granting institutions, broken down as follows: 27 public schools, 56 nonprofits and 50 for-profits. The total number of bachelor’s degrees awarded in the ’12-’13 school year at these schools was: 21,186 at public schools, 17,942 at private nonprofits and 1,835 at private for-profits.

Tuition-wise, the College Board found that, in the ’15-’16 school year, the average in-state tuition and fees for four-year public schools was $8,560, while the out-of-state average was $19,710.
As for the state’s financial aid efforts, the National Association of State Student Grant & Aid Programs (NASSGAP) reported that Missouri awarded $60.5 million in need-based grants and $46.9 million in non-need grants for the ’13-’14 school year. Grants make up 11.3% of the state’s total fiscal support for higher education.

The NCES estimates that at least 12.2% of students enrolled in Missouri’s Title IV institutions are in fully online programs. Of those, 11.3% were reported to be undergraduates and 71.3% were found to be living in Missouri.
Missouri is a member of the State Authorization Reciprocity Agreement (SARA), which makes it easier for students living in one state to participate in distance learning programs offered by universities in another. Bright Flight Scholarship
The Bright Flight Scholarship is for freshmen entering an undergraduate program in Missouri. To be eligible, students must score within the top 3% of all Missouri high school seniors taking the ACT in their senior year. Funds are administered by the Missouri Department of Higher Education.

For students who earned an associate’s degree at a Missouri community college with a GPA of 3.25+. To be eligible, applicants must be entering the University of Missouri the semester immediately following graduation from community college. Missouri residents only.
The University of Missouri – St. Louis Curator’s Scholarship is available to Missouri residents who rank in the top 5% of their high school class. An ACT score of 28+ is required. Award amount is $7,000, renewable for 2 additional years.
For University of Missouri freshmen who rank in the top 50% of their high school class and have an ACT score of 27+. Award amount varies based on class rank and ACT/SAT scores. Maximum amount is $2,000 per year for 4 years. Missouri residents only.
George C. Brooks Scholarship
Available to University of Missouri freshmen with an ACT score of 25+. To be eligible, applicants must belong to a group that is under-represented at UM, including African-American, hispanic, Native American, and Pacific Islander students. Maximum award is $7,500 per year for 4 years.
Mark Twain Nonresident Scholarship
For out-of-state freshmen entering the University of Missouri. Applicants must be in the top 50% of their graduating class, and have an ACT score of 27+. Award varies based on ACT/ SAT scores and class rank. Maximum amount is $10,000 per year for 4 years.
National Merit/Achievement Scholarship
Available to National Merit or Achievement finalists entering the University of Missouri as freshmen. To be eligible, finalists must indicate University of Missouri as their first-choice school to the National Merit Scholarship Corporation. Maximum award is $2,000 per year for 4 years.
Out-of-State Fee Stipend
Open to out-of-state freshmen entering Missouri State University. To be eligible, students must be in the top 25% of their graduating class, and have a GPA of 3.5+ or ACT score of 24+. The award is a waiver of all non-resident tuition fees.
This scholarship is open to freshmen entering the University of Missouri – St. Louis. To be eligible, students must rank in the top 25% of their high school class and have an ACT score of 25+. The award is $2,500. It may be renewed for 2 additional years.
