The public higher education system in California has a three-tiered structure, including the University of California system, the California State University system, and the California Community College system. There are also a number of private schools and online colleges in California. For those interested in taking online college courses, California is home to more than 300 colleges and universities that offer distance education programs. Most Affordable 4-Year Online Programs in California

Colleges are quickly discovering that the affordability and convenience of distance learning is appealing to everyone, be they mid-career professionals, parents or students who find themselves in rural or remote communities. In fact, online college is becoming a very popular option for recent high school graduates in California — of the state's online students, the largest age group is made up of 20-24 year olds.

Now that schools are all but expected to offer some form of online coursework, finding the right program for the right price is actually getting a little harder. One thing to keep in mind is that attending an online program within your state has a number of advantages. If you're a California resident and enroll in a California state school, you'll likely qualify for in-state tuition rates, earn a more generous federal financial aid package and have an easier time with degree recognition after graduation.

    The San Marcos campus, founded in 1989, is one of the youngest member school of the California State University system. CSUSM's one online bachelor's degree is an RN-to-BSN program, which is designed to be completed in as little as 14 months.     Bethesda University is a private Christian college grounded in the Pentecostal faith. Online bachelor's degrees are available in religion, with concentrations in biblical studies, Christian education and pastoral ministry. The same degrees are can also be completed on-campus, and both online and on-campus students are eligible for Title IV, Federal Financial Aid.

    Annual in-state tuition: $6,134

    This four-year public school in the South Bay area of Los Angeles offers a full complement of bachelor's degrees in the arts and sciences, including three bachelor's degree programs that can be completed entirely online in applied studies, nursing and quality assurance. The applied studies major is designed for working professionals who want to gain more knowledge in management and learn how to better run an organization. CSUDH's distance learning program is the largest in California, and some classes are broadcast on DHTV, Dominguez Hills' television network that can be found on cable and online.

    Annual in-state tuition: $6,564

    Part of the California State University system, and serving over 14,000 students living in the San Francisco area, CSU-East Bay offers 50 four-year degree programs. Of these, business, health sciences, criminal justice, art, sociology and nursing are most popular. In addition to traditional classes, five bachelor's degrees may be earned via distance learning. The school features some of the lowest tuition rates in the U.S., and online students have access to resources that will help them succeed in the pursuit of their degree.

    Annual in-state tuition: $6,564

    Known locally as Sacramento State, this campus of the California State University system is the area's only four-year college, and it awards bachelor's degrees to 6,500 graduates per year. The General Education Honors program, tailored to high-achieving freshmen, is especially popular. Two bachelor's degree programs, Bachelor of Science in Criminal Justice and Bachelor of Science in Career and Technical Studies, are available entirely online. Though the school cannot offer direct aid to students, the school and its programs qualify for Federal Financial Aid.

  6. California State University-Chico ― Chico, CA

    Annual in-state tuition: $7,002

    Originally a teacher's college, Chico State is now a member of the California State University educational system. It is the second oldest campus in the state and serves over 15,000 students. Students may choose from 90 undergraduate degree programs in the arts and sciences; several bachelor's degree options are available online via distance learning, including studies in sociology, liberal studies and social science. The school also offers an RN-to-BSN degree completion program that was designed to give working nurses an opportunity to earn a degree.

    Epic Bible College is a private, Christian, four-year university located in Sacramento. In addition to academics, Epic aims to prepare its graduates for a life of Christian ministry. Two-year, four-year and master's degree programs are available in religious studies. Many courses are offered via distance learning, adding flexibility to Epic students' schedules and making it possible to complete all degrees offered at EBC entirely online. Students are required to take the classes when they are offered online, but they are able to fit them around busy schedules.

  8. Touro University Worldwide ― Los Alamitos, CA

    Annual in-state tuition: $9,600

    Touro University Worldwide is part of the New York City-based Touro College and University System. Devoted to the education of Jewish American students, this private school system has accredited campuses in Nevada and California and is affiliated with the New York Medical College. Touro University Worldwide is the exclusively online branch of this system. Students can pursue online bachelor's degrees in psychology, social work, business and health sciences, and TUW has a Student Success Center that provides access to resources that encourage student success.

  9. Life Pacific College ― San Dimas, CA

    Annual in-state tuition: $10,560

    This private Christian college in Southern California hosts just over 500 students per year. Its small class sizes allow for a 21:1 student-to-faculty ratio, which gives students individual attention from professors. Students returning to school after some time off may pursue an online bachelor's degree completion program in ministry and leadership. Eligible applicants to the program should already have 75 credits from previous study, including 12 in courses related to the Bible and theology. The degree is designed to be completed within 18 months.

  10. University College ― Glendora, CA

    Annual in-state tuition: $10,800

    Formerly known as Asuza Pacific Online University, this school is affiliated with Asuza Pacific University (APU) in Los Angeles. Students who wish to enroll in the University College may earn choose from five online bachelor's degrees in psychology, health sciences, leadership, liberal studies and management. In order to ensure success, each student accepted at UC is assigned a Success Coach. This staff member acts as academic and spiritual advisor during a student's time with the school.

  11. Hope International University ― Fullerton, CA

    Annual in-state tuition: $11,720

    Hope International University is a small, private four-year college with a 14:1 student-to-faculty ratio that allows this Christian school to provide personal interaction between students and their teachers. A wide range of bachelor's degree programs in the liberal arts are available, at HIU, including nine online bachelor's degrees. Students interested in pursuing an online undergraduate program may choose from programs that include early childhood education, Christian ministry and human development. HIU offers prospective students an opportunity to try an online course before enrolling to ensure online education is right for them.

  12. California State University-Fullerton ― Fullerton, CA

    Annual in-state tuition: $12,000

    The Fullerton campus of the California State University system serves nearly 40,000 students. Ranked first in California and tenth in the nation for serving the Hispanic community, its student body is approximately one-third Hispanic. U.S. News & World Report has also designated CSU-Fullerton as a top regional public university. CSU-F offers two bachelor's degree completion programs completely online: BA in Sociology and BA in Business administration.   13. California State University-Channel Islands ― Camarillo, CA

    Annual in-state tuition: $12,000

    The Channel Island campus of California State University is located in a coastal area slightly north of Los Angeles. The school is the newest in the CSU system and is home to approximately 5,000 students per year, most of whom are undergraduates. CSU-CI currently offers one online bachelor's program to prospective students who want to complete a previously started degree. Students interested in the Bachelor of Science in Business are required to have 60 credits of past study in order to be eligible for enrollment in the program.

  14. California State University-Monterey Bay ― Seaside, CA

    Annual in-state tuition: $12,078

    Colloquially referred to as Cal State Monterey Bay, this California State University campus is situated on former U.S. Army base Fort Ord. The campus is small, with an enrollment of 6,500 students and a low student-to-faculty ratio. Students with at least 60 transferable credits from previous undergraduate experience can enroll in an online degree completion program in computer science and information technology. Cal State Monterey Bay is committed to providing education to underserved student populations; over half of its enrollees are first-generation college students.

    This private, nonprofit university hosts over 27,000 students annually who are in pursuit of over 100 degree programs, including over 40 bachelor's degree programs that can be earned wholly online.     A private Christian university near Los Angeles, California Baptist University (CBU) is home to roughly 8,000 students. Its accreditations include specialty credentials in teacher education, music, nursing, engineering and athletic training. The school's outreach to working adult students is notable; students may choose from a lengthy list of accelerated online bachelor's degree programs.     The University of La Verne is a small, private nonprofit school located in the Los Angeles area that boasts small class sizes and a 14:1 student-to-faculty ratio. While tuition may not be priced as competitively as at some public universities, over 80% of La Verne students receive financial aid packages. Outside of brick-and-mortar classrooms, this school offers a wide breadth of alternative learning options.     Located on the northern California coast, Humboldt State University enrolls over 8,000 students per year. Sociology majors may also opt to earn a bachelor's degree via online courses. Students of this program have access to advisors who will help them plan and maintain a course of study, and there are financial aid opportunities specific to sociology students. HSU also offers an online bachelor's degree completion program in leadership studies.   19. Mount St Mary's College ― Los Angeles, CA

    Mount St. Mary's College is a private, Catholic liberal arts college serving the Los Angeles area. Its traditional degree programs are restricted to women, though its professional education programs are open to both genders. Classroom-based degree programs are offered in over 30 disciplines; its nursing program in particular has received recognition for excellence. Students may also opt to meet some degree requirements via online courses, or earn entire degrees without attending traditional brick-and-mortar classes. MSMC offers a bachelor's degree in social work mostly online. Students accepted into this program are required to meet with program faculty on campus at least once.

  20. California College San Diego ― San Diego, CA

    Annual in-state tuition: $20,328

    This private four-year college in Southern California offers accelerated degree completion programs designed for working adults. Students may enroll at any time throughout the academic year and can begin new classes every month. Undergraduate degrees in healthcare, business, information technology and graphic arts are available entirely online. CCSD provides a laptop to each of its undergraduate, non-completion program students to help with their studies. Upon graduation, students may keep their laptops as a gift from the school.

  21. Fresno Pacific University ― Fresno, CA

    Annual in-state tuition: $26,638

    Formerly known as the Pacific Bible Institute, Fresno Pacific University (FPU) is a private Christian liberal arts college. Its student body of 3,500 is diverse and composed of traditional undergraduate students and working adults who are completing their degrees. Known for its academically rigorous programs, FPU offers 27 traditional brick-and-mortar degree programs and ten degree completion programs via night school. A bachelor's degree completion program in early childhood development is available entirely online.   22. San Diego Christian College ― El Cajon, CA

    Annual in-state tuition: $27,090

    This small private evangelical Christian college is focused on educating Christian leaders. Two-year and four-year traditional degree programs are available across 12 academic disciplines. Students enjoy a 14:1 student-to-faculty ratio and small class sizes. Online bachelor's degrees in business management, Christian ministries and human development are available via San Diego College's distance learning program; students in other majors may also meet some general education requirements via online classes.

    This private Christian college serves roughly 2,000 students per year as they pursue bachelor's degrees in one of 30 academic specialties. Additionally, degree programs and professional certifications in early childhood education are available through an accelerated online format.   24. Concordia University-Irvine ― Irvine, CA

    Annual in-state tuition: $29,990

    This private Christian college is affiliated with the Lutheran Church and part of the larger Concordia University System that consists of ten colleges across the United States. Working professionals may opt to pursue one of two online bachelor's degree programs - applied liberal arts and business administration & leadership - designed especially for their unique needs. While tuition is somewhat costly, 98% of Concordia students receive financial aid, and the school provides information to help its graduates manage their debt.

  25. Pepperdine University ― Malibu, CA

    Annual in-state tuition: $34,950

    This private Christian university, managed by the Churches of Christ, hosts nearly 8,000 students per year. Majors are available in a wide range of academic disciplines in colleges of law, education and psychology, business and management and public policy. Within the business college, a Bachelor of Science in Management degree can be earned in a hybrid format - online with an on-campus element. Most on-campus meetings occur on Saturdays during the term of a course, so students' schedules do not lose flexibility.

Most Affordable 2-Year Online Programs in California

Serving over two million students, California has the largest network of community colleges in the country. Due to the size and diversity of this student body, California also offers more fully or partially online programs for their students to consider. Today, over 10% of community college courses offered in the state are delivered online, and this figure is only growing.

Below we've ranked the most affordable two-year schools with online programs in the state of California. Keep in mind that the annual tuition rates listed are in-state. Since most of the schools on our list are public, many charge higher rates to out-of-state residents. Be sure to check each school's site to confirm your rate eligibility.

  1. Cerro Coso Community College - Ridgecrest, CA

    Annual in-state tuition: $1,104

    Students at Cerro Coso pursue vocational certificates, two-year associate degrees or earn transfer credits to apply at a four-year college or university. CC Online, the school's virtual campus, offers sixteen full associate degree programs and thirteen certificate options. In addition to online programs, students may attend traditional classes at one of five Cerro Coso campuses located throughout the inland Sierra Valley area of southern California. The school also maintains a campus on the Edwards Air Force Base. Student housing is available at the Eastern Sierra Mammoth Lakes campus.

  2. Cosumnes River College - Sacramento, CA

    Annual in-state tuition: $1,104

    This two-year college in Sacramento, California offers several online course alternatives to its campus-based students and an associate's degree in nutrition fully online. Cosumnes River College (CSC) is accredited by the Western Association of Schools and Colleges, and also holds specialty accreditation for other areas of study. Its 155-acre campus serves approximately 14,000 students via online or traditional brick-and-mortar classes.     Taft College, located just southwest of Bakersfield, California, offers several associate programs that can be earned entirely online. Distance learners can complete two-year programs in criminal justice, corrections, liberal arts, early childhood education and business administration without taking a single class at TC's campus. The school offers blended programs as well and many primarily campus-based degree programs require a certain amount of online coursework. Thanks in large part to its well-developed virtual campus, Taft boasts a high enrollment number of 12,000 students and offers thirty-seven associate degree paths.

  5. West Hills Community College - Coalinga and Lemoore, CA

    Annual in-state tuition: $1,104

    The West Hills Community College District offers over forty associate degree programs on campus Coalinga and Lemoore and eleven associate programs online. The most popular programs for distance learners at WHCC are two-year degrees computer science, criminal justice, psychology and social science. Blended programs with both online and offline courses are also an option for students who commute to campus or prefer a modified schedule. Students interested in the sciences should keep in mind that the WHCC campus in Lemoore features a state of the art STEM laboratory.

  6. Coastline Community College - Fountain Valley, CA

    Annual in-state tuition: $1,124

    Coastline Community College, located in Orange County, California, offers fourteen fully-online associate degree programs. For students interested in completing some of their coursework in a classroom, CCC maintains a network of campuses in Newport Beach, Fountain Valley, Garden Grove and Westminster. Each campus has its own unique set of offerings and facilities; for instance, Coastline Art Gallery at the Newport Beach campus is highly regarded in the area and regularly features work from both students and local artists.

  7. Los Angeles Harbor College - Los Angeles, CA

    Annual in-state tuition: $1,126

    This two-year college in the South Bay area of southern California offers two degree programs entirely online — an associate's degree in criminal justice and an associate's in fire technology. And while the rest of the school's degree programs are primarily campus-based, a number of them come built-in with online courses.     West L.A. College has a wide range of options for distance learning; some two-year degrees may be earned completely online, or students in traditional degree programs may opt to take some courses online and some in classrooms. The school, located in Culver City, California, serves students in West Los Angeles, Century City and Marina del Rey. This institution is noted for its low cost and high ratio of financial assistance to students who qualify. An onsite child care facility is available to students enrolled in either campus-based programs or online.

  9. Los Angeles Mission College - Sylmar, CA

    Annual in-state tuition: $1,126

    The Los Angeles Mission College campus is in Sylmar, near the San Fernando Valley; this accredited two-year college offers associate's degrees in both the arts and sciences. Enrolled students are also eligible to complete an associate degree in legal assisting fully online through the school's Instructional Television program.   10. Chabot College - Hayward, CA

    Located in Hayward, California, Chabot is a two-year college serving students in the eastern coastal Bay Area. Thirty of Chabot's programs feature coursework that is at least fifty percent online. Eight programs are fully-online, including associate degree programs in business and behavioral science and certificates in marketing and office technology. Chabot encourages students to complete their two-year degrees at Chabot and to ultimately transfer their credits toward a four year university. Students who do make it to campus shouldn't miss the school's student-run flea market, which has been operating in the community for over twenty years.

  11. Allan Hancock College - Santa Maria, CA

    Allan Hancock College has been named one of the five best community colleges in California and one of the top 120 community colleges in the nation. Over 11,000 students enroll annually at this two-year college located in northern Santa Barbara. Distance learning is popular at AHC. Students can choose from four fully-online AA degree programs and seven AS degree programs in fields as diverse as fire technology and accounting. Six additional degrees and certifications can be completed partially online, including degrees in speech communications and engineering technology.

  12. Citrus College - Glendora, CA

    Annual in-state tuition: $1,142

    Situated just north of Los Angeles and in the shadow of the San Gabriel Mountains, Citrus College is the oldest community college in the L.A. area. More than 15,000 students a year attend classes at this accredited two-year college. Students may choose from a full complement of associate degrees in the arts or the sciences. CC programs offered fully-online include AA and AS degrees in arts and humanities, math and science, social and behavioral science, justice and business.

  13. College of San Mateo - San Mateo, CA

    Annual in-state tuition: $1,142

    The College of San Mateo (CSM) educates 10,000 students per year at its picturesque campus overlooking San Francisco Bay. Students at this school can earn five two-year degrees entirely via distance learning in fields that include accounting, biology, computer science, interdisciplinary studies and social science. Online coursework also supplement classroom learning in many others. Students often transfer credits earned at CSM to four-year universities or return to the school to complete continuing education credits or earn professional certifications.

  14. Monterey Peninsula College - Monterey, CA

    Annual in-state tuition: $1,142

    Monterey Peninsula College (MPC) is an accredited two-year college in coastal northern California. Over 100 degree and certificate programs are offered on-campus; but many of these course requirements can be met via distance education. Fully-online programs include associate's degrees in business administration, humanities and the arts, social science, family research studies and hospitality management. MPC also offers online certificates in business, great books, family research studies and linguistics.

  15. Foothill College - Los Altos Hills, CA

    Annual in-state tuition: $2,118

    Foothill College is a large community college near San Francisco and it offers one of the most affordable two and four year degree programs in the bay-area. Foothill was also the first college in California to offer distance learning programs. Today, thirteen fully-online associate of art (AA) programs are available and most campus-based degree programs require some level of online coursework. Students should keep in mind that in some online programs, a final in-person exam is required upon the completion of certain courses. (This isn't such a bad thing, this Los Altos Hills campus is known for it's architecture.)

  16. Brandman University - Irvine, CA

    Annual in-state tuition: $1,200

    Brandman University, usually known for its four-year programs, also offers a two-year associate degree that may be earned entirely online. Graduates of the program earn their associate's in general education, there are no other specializations available online as of yet. This degree is ultimately designed to prepare students for eventual academic study at Brandman or another four-year university. A large portion of Brandman's 12,000 students are adult students who have already completed some college-level coursework and have professional and family obligations. BU is dedicated to accommodating the schedules, budgets and goals of these students.
